I am an assistant professor in the Department of Public Administration at the Catholic University of Korea. As a scholar trained in public policy, my research examines how public organizations and bureaucrats respond to shifting political, institutional, and societal environments.
My work particularly focuses on how democratic pressures—both reforms and erosion—reshape bureaucratic behavior and administrative practice. Key themes include: representative bureaucracy as a democratic response, bureaucratic strategies during democratic backsliding, and strategic adaptation in high-stakes organizations such as policing.
